GOVERNMENT SUPPORT

Background

In 2023, the Works Branch of the Development Bureau of the Government of the Hong Kong Special Administrative Region (DEVB) issued Technical Circular (Works) No. 3/2023, mandating the implementation of the Smart Site Safety System (4S) in public works projects with a contract value exceeding $30 million.

To promote the comprehensive adoption of 4S in both public and private works contracts and enhance safety standards across the construction industry, DEVB and the Construction Industry Council (CIC) jointly launched the Smart Site Safety System Labelling Scheme (4SLS).

​

Main contractors interested in enrolling their projects in the 4SLS can apply directly to CIC. Upon successful implementation of 4S, projects will be awarded (1) a plaque with a unique identifier and (2) a printable electronic version of the 4SLS logo for display at the site entrance. Details of certified projects will be published on the CIC website and shared with the Labour Department.

Overview

CITF - Promoting Technology Adoption

The Construction Innovation and Technology Fund (CITF) was introduced by the Development Bureau of the Government of the Hong Kong Special Administrative Region (DEVB). Its primary goal is to promote the use of innovative construction techniques and advanced technologies in the industry. As of April 1, 2023, CITF has introduced a new funding category for private sector construction sites. This initiative provides subsidies of up to HK$7.5 million per contractor or subcontractor to support the implementation of the Smart Site Safety System (SSSS). The funding covers 70% of project adoption costs

Smart Site Safety System (4S)

The Smart Site Safety System consists of three main components:​

  1. Smart safety devices designed to monitor activities and detect potential safety hazards.

  2. A communication network for transmitting data gathered by the smart devices.

  3. A centralized management platform that serves as a hub for data analysis, alert generation, and coordination of follow-up actions.
